Heenalu, make sure you do not have any newly scheduled processes running in windows eating up CPU cycles or chunks of Ram. If you are sure it is not on your end you can do test you speed and or ping thru theses sites at differenttimes of the day and compare them.
For Download and Upload speed with Ping to various servers:
http://www.speedtest.net/
For a Trace Route to either a website or IP address (a OSG server even):

Since cable broadband is shared among customers you may want to ask if yor cable company can see if any of your neighbors are hogging more than their share of bandwidth during peak hours. Someone may be running a file server or something.
The last thing I can think of is to see if your router logs Active Sessions. I sometimes find a whole list of Active Sessions still current in my routers log. Most are sites I visited or who knows what. When I reboot my router they are closed and thing speed up again.
Not sure if any of the above will help but I am sure you are frustrated.
Good luck.
