I'm having troubles getting the skin/car in-game, it works fine in the 1-click install Nextel Cup. I'm trying to put a car in the Sprint Cup Series, I painted one on a template made specifically for it, there isn't a SKINS folder in the 21 folder, so I made one and placed it in their, and it's not popping up in-game. It shows it on the Skins list in-game but the painted car does not pop up...any help is much appreciated, thank you.

CR, look at the folder structure on the cars with multiple skins, or anyone of the custom skinned cars that have been posted for DL by members. You will see that inside the CAR# folder is a SKINS folder and inside that is a MISC folder. In the NROS mods I am used to doing skins for the "extra2" cars are the COT cars. For example, your "CRcustom" skin DDS file would go into the SKINS folder and then you would copy it to the MISC folder and name it "CRcustomextra2".
Not sure if it is the same way in the Sprint Cup mod because of it having only 1 type of car. Look for a car that has multiple skins (usually the 24) and see how the file structure and naming structure are setup.
I hope this make sense. I know Kilr was working on skins for the Sprint Cup mod so he may be able to answer your question specifically for that version of the mod.

I didn't know that COT cars were named extra2 in the misc folder...but the car is still not showing up? Thank you for trying to help though.

Simply create a folder under the car file named SKINS, then under that folder place your car file named whatever you would like to call it, then under the SKINS folder make another named MISC, install your car under that folder call whateverextra2, if you already have rfactor running and you install a car thats not there you will have to shut down game and restart it, if you are installing a second or third skin then all you have to do is click on different team car, go back to your carskins and it should be there.
